In a recent issue of Personnel Today, Petra Williams, head of public affairs at the Chartered Management Institute was reported as saying that UK skills levels needed to be increased to avoid a "lingering decline in competiveness", and pointing out that less than 1 in 5 managers has a level 2 qualification  in a management subject.
